Senate Passes Bill To Limit Teacher Collective Bargaining [***See how your legislator voted.***] (Indy.com, 4/4/11)

- Senate Bill 575 passed 30-19, with six Republicans voting against it. It would limit teacher unions to bargaining only on wages and wage-related benefits such as health insurance while giving administrators freedom to set rules without union talks on other matters ranging from the methods for evaluating and dismissing teachers to class size. (more(SB 575 as approved by the Senate on February 22 provides for "arbitration.")

...Under Senate Bill 1, local school corporations would develop a plan for performance evaluations...No automatic pay raises would be given to teachers who receive "ineffective" or "improvement necessary" ratings...Teachers who are consistently rated as "ineffective" and demonstrate poor performance would face contract cancellation after a period of time. Ind. Senate OKs Plan Aimed At Expanding Charter Schools [***See how your legislator voted.***] (Ind'pls Star, 4/12/11) - INDIANAPOLIS — The Indiana Senate has approved Republican Gov. Mitch Daniels’ proposal aimed at expanding charter schools (House Bill 1002), marking the first piece of the governor’s sweeping education agenda to clear both the House and Senate. The Republican-led Senate voted 29-20 for the bill...Supporters say expanding charter schools would mean more education options for Indiana students, while opponents say they siphon money away from traditional public schools. The Senate made several changes to the bill, so it will return to the House for consideration of the latest version of the legislation. (more)
