State To Screen High School Graduation Waivers (Ind'pls Star, 1/29/08)
- "The state plans to monitor more closely how school districts around Indiana
grant students waivers to graduate without passing the statewide mandatory
graduation exam.
Three Gary high schools had the highest percentage of students seeking waivers
to graduate without passing the statewide mandatory graduation exam last year.
At Gary's Roosevelt High School, 42 percent of seniors did not pass the
Graduation Qualifying Exam but received diplomas because principals and
teachers signed off on their waivers. At Wirt High School, the rate was 41
percent and at West Side, 40 percent.
The next highest in the state was a 30 percent rate at Arlington High School
in Indianapolis. The waiver rates were far greater than the statewide average
of 5.6 percent reported by the state Department of Education.
...Sixty-three high schools in Indiana gave out no waivers whatsoever.
...To receive a waiver, students have to retake the ISTEP at least once a
year and attend all the help sessions offered by schools. They also must
maintain a C average and attend school 95 percent of the time. (Suellen Reed,
the state's superintendent of public instruction) said the
criteria appears to be 'rigorous enough'.
...In addition to monitoring the waivers, the state is starting
'data
bridges' to track the future of waiver recipients, Reed said.
'Are they going to college, are they holding a job and being productive
citizens? If that is the case, then we can surmise that school corporations
have been right in giving them waivers,' Reed said..." (more)
